Partly Facetious: I don't understand the way Mian Sahib operates

"Well, look at the politics of the 1990s when Mian sahib was elected twice like his nemesis at the time Benazir Bhutto. The two never completed even half their term and need I add they conspired with the establishment to de-seat the other before the tenure was complete. Zardari sahib completed his tenure and need I add this is only the second time in our history that an elected government completed its five year term - the first time was Z A Bhutto - and then...hear ye all of little faith in our democracy...he was de-seated by the general public."
"Oh I see, you are linking actual performance to electoral performance."
"Right and you have to wait till the end of the current term, notwithstanding Imran Khan's ongoing attempts to hold an election prior to the end of the tenure, to actually congratulate Mian sahib. But anyway that's not what I was referring to when I said I do not understand the way Mian sahib operates."

"Don't be facetious anyway no that's not it either. I do not understand why Mian sahib would take his Finance Minister to Karachi when he intends to discuss security related very thorny issues and the Interior Minister when funding for development projects is on the agenda and not security?"
